До питання імпортозаміщення продукції аквакультури в Україні

Мета. Дослідити сучасний стан імпорту продукції аквакультури в Україні, оцінити обсяги та видовий склад імпорту рибної продукції, визначити можливі напрями розвитку вітчизняної аквакультури для зменшення імпортозалежності основних імпортованих видів риб походженням з аквакультури.

Методика. У дослідженні використано дані Державної служби статистики у частині імпорту риби та морепродуктів (товарів групи 03, позицій 1604, 1605 та 230120 за українською класифікацією товарів зовнішньоекономічної діяльності) за період із 1996 по 2024 рр. включно, а також дані щодо вітчизняного виробництва товарної риби, які представлені у статистичній галузевій формі звітності № 1А-риба (річна) «Виробництво продукції аквакультури за 20__р.» та № 1А-аквакультура (річна) з 2023-го року «Звіт про аквакультуру за 20__рік».

Результати. Аналіз показав, що в Україні основну роль у задоволенні попиту населення на рибу та морепродукти відіграє імпорт продукції (товари групи 03, позицій 1604, 1605 та 230120 за УКТ ЗЕД). Досліджено динаміку та структуру імпорту продукції аквакультури в Україну за період 1996–2024 рр. та встановлено, що частка продукції аквакультури в імпорті свіжої та охолодженої риби наближається до 100%, тоді як у позиції мороженої продукції вона залишається відносно невеликою. Основну частку імпорту складають лососеві види риб — райдужна форель та атлантичний лосось. У структурі імпорту філе риб спостерігається зростання частки лососевих, а також зберігається значна частка пангасієвих сомів і тиляпії. Вартість продукції аквакультури перевищує вартість продукції рибальства. Сформульовано припущення щодо потенційного імпортозаміщення основних видів імпортованої продукції походженням з аквакультури. Визначено найбільш багатообіцяльні технології та види водних біоресурсів для української аквакультури.

Наукова новизна. Комплексний аналіз сучасного стану імпорту продукції аквакультури в Україні за період 1996–2024 рр., із залученням статистичних даних щодо обсягів, структури та видового складу імпортованої рибної продукції.

Практична значущість. Отримані дані можуть бути використані науковцями, практиками, студентами, центральним органом виконавчої влади, що реалізує державну політику у сфері рибного господарства, та центральним органом виконавчої влади, що забезпечує формування державної політики у сфері рибного господарства та рибної промисловості.
