Organizational principles for determining commercial fishing in the Dnipro reservoirs

Purpose. Scientific justification of directions for improving the procedure for dividing limits and forming lots for the right for commercial harvest of aquatic biological resources, taking into account the variability of structural indicators of catches in conditions of multi-species fishery.
Methodology. Structural characteristics were determined based on the analysis of catches in different parts of the Kremenchuk Reservoir (Cherkasy, Svitlovodsk, Hradizk) during the 2026 fishing season. A total of 1,585 net-day catches of gillnets were studied and 17,338 specimens of ichthyofauna were subjected to incomplete biological analysis. The criteria for the importance of the species were assessed based on the average (for the period 2024-2025, i.e. the period when limits for the catch of all types of aquatic bioresources were implemented) of utilization of limits and the average share of a certain species in the total catch of commercial fish species. The values obtained for each species were compared with the average for the reservoir for all species. The collection and analysis of materials was carried out according to generally accepted methods for Dnipro reservoirs. The volumes of commercial catches were determined based on official commercial fishery statistics.
Findings. The identified statistically significant differences indicate the need to apply a differentiated approach to fishing regulation and management (allocation of quotas and fishing efforts) separately for different parts of the reservoirs. The current quota distribution system does not take into account the uneven distribution of aquatic biological resources in the water area of reservoirs, which causes a deterioration in the economic efficiency of fishing enterprises. The relative importances of individual species were calculated, which showed its economic attractiveness and role in the formation of the general fishery resource base. Analysis of these indicators shows that the list of species that form the price of a lot in Dnipro reservoirs should include bream, pikeperch, roach, silver bream, bleak, Black Sea sprat, and for the Kaniv, Kamianske and Dnipro (Zaporizhzhia) reservoirs - additionally Prussian carp. The most optimal is to catch important species based on limits with the inclusion of quantitative indicators in the lots, while catching others should be based on the general forecast without dividing into individual quotas.
Originality. Original methodological approaches to the procedure for allocating quotas for harvesting aquatic biological resources in the Dnipro reservoirs are proposed based on the economic concept of the relative importance of the species.
Practical Value. A list of species that should form the base price of quotas for the special use of aquatic biological resources has been determined, which can be used for forming lots at the auction for the sale of commercial fishing rights.
